Jesus loves you!
Ok, great. Who's Jesus? The phrase "Jesus loves you" is true, but to simply say it is meaningless. The one to whom it is said must know who Jesus really is for it to have even the slightest impact. Therefore, if we are to reach a lost culture, we must say more than just "Jesus loves you". Who is Jesus? What does it mean that He loves me? How does He show He loves me? Why should I love Him back? These are all important questions we need to answer. Otherwise, it's just a meaningless meme.
And so we need to meet unbelievers where they're at. Some of them are quite familiar with the Old Testament. Others wouldn't know a Bible if you threw one at their head. It's possible you only need to iron out a few kinks in their theology, it's more likely the unbeliever will know very little, if anything. Rather than telling them "Jesus loves you", it is helpful to ask them if they know who Jesus is. Go from there.
